The Manchester Guardian published on Saturday last a special League
of Nations " supplement, containing articles by Lord Bryce, H. Albert Thomas, Lord Shaw, Lord Haldane, Dr. Hansen, Mr. Clutton-Brock, and others, with the text of the draft, Covenant and many illustrations. Mr. Lloyd George, in a message commending the League of Nations as " the greatest attempt which has ever been made to substitute reason and justice for force and intrigue as the governing principle of inter- national relations," went on to say that " what matters is thatthe units which make up this organization shall be inspired by a real determination to work in close harmony together for the betterment and liberty of mankind." A mere paper Consti- tution would not secure by itself the peace of the world. If. Thomas, it may be added, contemplates an economic League such as Mr. Garvin has advocated in his new book.
