A species of revolution has been accomplished in Mexico, by

the agency of the President, General SANTA ANNA, aided by the army. The following account of the proceeding is taken from the Morning Chronicle.

" The Federal Congress has made itself the instrument of thus subverting the Constitution which it was elected to maintain, and has assumed the autho- rity of dissolving the Legislative bodies of the different States of the Union, ordering each of these Legislative bodies to nominate a Departmental Junta, consisting of five individuals, to act as a Council for the Governor of each State; and in case of a vacancy in the office of Governor, to propose to the General Government three persons, one of whom shall be selected to be the future Governor, while in the interval the duties of Governor shall be exer- cised by the first in order of the five Councillors. It is also ordered that the subordinate authorities of the different States and their offices, with all the re- venues and duties of which they have the administration, shall be under the control of the National Government, through the medium of the Governors of the respective States."
