The Foreign Quarterly Review has just made its appearance, with
its customary store of learning and industry. The present number contains several articles of considerable value ; indeed, there is not one which we are not very glad to have. The most popular paper in its materials is the very interesting article on the life of the composer WEBER: the History of the Fine Arts in the Middle Ages, and the Early History of Germany, are both papers of much research, and contain much valuable information. The article on the Spirit of the Twelfth and Thirteenth Centuries con- tains some general views worthy of attention, as well as some curious details drawn from CAPEFIGUE'S History of Philippe Auguste;
