THE FORCE OF CONVENTIONS
[To the Editor of TIIE SPECTATOR.] Sia,—In your " News of the Week " in the last issue; writing of the foolishness of the argument that nations at war do not abide by conventions, you say that even in war no country wishes to put itself palpably in the wrong. You seem to forget that any country which has signed the Kellogg Pact (practically every civilized country in the world) would already have put itself in the wrong by resorting to war at all. It would therefore not be likely to stop at putting itself a little more in the wrong by adopting unrestricted submarine warfare or any other means that suited its purpose.
