Under an Act of Parliament any unregistered person . prac- using, or

holding himself out as being prepared to practise, dentistry, renders himself liable on conviction to a penalty not exceeding Ltoo ; that is as it should be. A- Czech refugee, who is a qualified dentist, is anxious to treat his fellow- refugees at the settlement where he is living—of course free of charge ; that is as it should be. He is given to understand (though a local dentist has generously offered the use of his surgery for the purpose on Sundays) that if he does he will be breaking the law and in all likelihood be prosecuted ; is that as it should be ? It is a nice question.
