Com- mittee of Supply, moved a resolution in favour of Imperial Penny Postage ; but Mr. Gladstone and his Postmaster- General pointed out that the proposal was impossible in a deficit year. In three years' time the Postal Convention might be revised, and we might then be in a better financial position than we are just now.
