Belgium is invited by .the Peking Governm to conclude a new Treaty within the next six months The Chinese intention is to force Belgium to surrencl extra-territorial privileges and to recognize China' tariff independence. These matters were precisely t subjects of discussion at the recent Peking Conference, convened under the terms of the Washington Treaty. In fine, the Chinese are trying to make the Washington resolutions ridiculous. They begin with a small Pow. like Belgium. for a preliminary trial of strength Fortunately the Peking Government which is thus experimenting on Belgium is a mere shadow having no power or authority whatever. It becomes clearer than ever that the Powers must agree afresh on a common policy. The most patent fact about China at present that it is hopelessly divided and that the different pa can hardly be reunited. Wisdom therefore sugg that dealings in future should be with the various facto Governments.
