It is almost certain that the demand for a Ministry
of Supply will be renewed when the House meets after Easter. Quite apart from the doubling of the Territorial Army, and all that that involves, Members are concerned about the equipment for the regular forces and the needs of civilian defence. Equally, a demand is likely to be made for a com- plete overhaul of the machinery which is responsible for the organisation and control of the National Service appeal, and for the A.R.P. services. One hears criticisms of the A.R.P. schemes on all sides. The powers which are being put in the hands of Local Authorities are very wide, and a good deal will probably be heard on the Committee Stage as to the desirability of transferring them to a Minister of the Crown.
