The French Senate met on the 2nd of December, and

the Senatus Consultum, modifying the system' of discussing the budget, was immediately laid before it. The budget is to be voted by sections, which means, we believe, that the whole. of the charges under each head—as, for example, police, mili- tary, and naval—must be voted en bloc, and supplementary- credits can only be granted "in virtue of a law,' i. e. after a Parliamentary discussion. Some hope seems to have ex- isted in Paris that the Senatus Consultum would widen the terms of the imperial promise ; but it has been disappointed, and the Chambers still cannot object, except to the sum expended on each department.
