Progress in China In spite of the temptation, in the

present state of China, to continue the present party dictatorship, the Central Executive of the Kuomintang has decided to draft a provisional Constitution. This represents a victory for the liberal element in the party, led by Chiang Kai-shek. It was followed by the resignation of Hu Han-min, State Councillor and President of the Legislative Yuan, who represents the die-hards of the party.. A sharp watch is reported to be being kept on Hu Han-min, in order to prevent any danger to the Government.
