The anticipations, founded on last week's intelligence, that the civil
war in Spain was drawing to a close, have been confirmed by accounts since received from Biscay and Navarre. The Carlist General Manor() has deserted to the Queen, with the principal part of the army under his command. He had for some tame been in communication with ESPARTERO and Lord J 01IN HAY, with the view of making an arrangement for peace, on the basis of the young Queen's marriage with the son of DIM CARLOS, and the re- cognition of the claims of the Biscayans to their exclusive privi- leges. ESPARTERO positively refused his consent to the marriage; and on the 27th of August marched against MA ROTO, with a su- perior force. That General had come to an open rupture with DUO CARLOS at a review on the 25th, in the neighbourhood of Durango ; where the troops cheered " the General and the King :" this enraged Don CARLOS, and he galloped off the field to Bergara, between enraged and Tolosa. He was at Bergara when ESPAR-• TERO advanced, but fled in the direction of Estella. Manor° re- treated upon Aspeitia, leaving to EseanTeao a free entrance into Guipuzcoa. At Aspeitia, MAROTO entered into a direct commu- nication with ESPARTERO ; the result of which was his desertion of Don C A RLOS and junction with the Queen's General. A treaty for the pacification of Biscay and Guipuzcoa, subject to the ap- probation of the Cortes, was concluded between the two Generals on the 29th of August ; Don SIMON nit TORRE, a chieftain of great influence in Biscay, remaining neutral. The people are to have their fiwros, or exclusive privileges ; the rank of the Carlist officers to be maintained, and pensions granted to the wounded. According to a telegraphic despatch in the Paris lifoniteur of Wednesday, Don CAui.os was at Lecumberri on the 30th ultimo. Lecumberri is situated on the top of the ridge of mountains which separate Tolosa from Pampeluna. It is said that Don CARLOS may depend upon the Navarrese ; while in Arragon, CABRERA still raises his standard : but it is plain that his fortunes are rapidly de- clining, and be probably will soon be glad to quit Spain on a gua- rantee of personal safety and a sufficient income.
The session of the Cortes was to be opened at Madrid on Sunday last. The news from the Northern provinces had delighted the in- habitants of the capital.
