A very odd, indeed a.n unprecedented, incident has occurred in

India. The Government of the Punjab is offended by Lord Curzon's creation of a new frontier province, which it regards with some justice as a slur on its capacity. It is still more offended by a certain brusqueness with which Lord Curzon carried his decision into effect. He thinks there is too much writing of minutes, and as the whole question had been threshed out two years ago, he issued orders without further reference to the subordinate Government. That Government, of course, submitted. but Mr. Herbert Fan. shame, its Chief Secretary. resigned, and when asked for reasons, replied that - a grave public indignity has been thrust upon the Administration [of the Punjab] as unmerited as it is ungenerous." He further alleged that the Viceroy must have overridden the civilian members of Council, because it is inconceivable that they can have approved action which may hereafter be repeated against their own Departments, or have failed to urge "obvious reasons for justice and consideration." He then published the reasons for his resignation in the Pioneer.
