Or THE " SPECTATOR.") SIR,—It seems clear either that President Wilson has been plagiarizing from Dom Pedro, or that Mr. Frederic Harrison has been parodying the President. I accept the latter alternative, but the last of the " News of the Week " notes in last Saturday's Spectator shows that the writer takes the other view. One or the other theory can alone account for the words "peace without victory " and " both of you want the same object," ingeniously attributed to the Emperor of Brazil in what is called " a hitherto unpublished document to which Mr. Harrison has had access." Until something more in the way of evidence is produced that such a letter is, or ever was, in existence, it will remain for myself a mere jeu d'esprit, and a poor one into the bargain.—I am, Sir,
