The point hitherto made by the L.C.C. has been that

t cannot accept the Royal Commission's scheme for Vaterloo Bridge unless the Charing Cross scheme is itrodueed at the same time. The Government, however, re afraid that the Royal Commission has under-esti- ated the cost of the large Charing.Cross improvements.

ow can such a doubt be answered ? The Government !link that the best way is the appointment of a Corn- ittee of Inquiry. In other words, the main results of he Royal Commission's Report will . be schemes for Vaterloo Bridge and Lambeth Bridge,. which would ave been undertaken, in any case. The L.C.C., it must emphasized, would be• content with reconstructing the resent Waterloo Bridge only if relief for traffic were rovided at Charing Cross.
