Sra,—I am glad to see from the letter of Mr. Seymour Ormsby-Gore in your last week's issue that the settlement of Germany in South America is not entirely deprecated by British public opinion. I would suggest, however, that only the southern part of Brazil would be suitable for that kind of colonization which Germany so sorely needs. May I say in passing that I find it very difficult to believe that the Monroe Doctrine of the United States has not owed much of its effectiveness to a tacit support on the part of Great Britain P Are we prepared as a nation to proclaim our neutrality in any ease arising out of the Monroe Doctrine and not directly affecting our interests P—I am, Sir, &c.,
