We have always regretted that the Treaty should contain an

" inexact " statement, by which we mean one that is unsuitable for a legal document because it is not one that can be irrefutably proved by words. We believe that Germany's share in the responsibility for the War was far greater than anyone else's, but we would rather forget that than dwell upon it. We do not desire any further acknowledgment of guilt from Germany, but only that she will, for the sake of the world and, most of all, for her own sake, avoid controversy on the matter. The sentence will not be expunged from the Treaty whatever she does Or says. Let her then allow it to sink into oblivion.
