China will permit Japanese troors to cross Chinese territory, and will furnish troops to co-operate with the Japanese outside China. The agreement holds good for the duration of the war, and has received the approval of Great Britain. It can only be regarded as a preliminary to military action on the part of Japan in Siberia. A Cossack leader with a handful of Russian troops has already begun to restore order in Northern Manchuria, and would, we are sure, welcome the help of the Allies.
