In the Commons on Tuesday Mr. Lloyd George offered some

concessions to the brewers. He admitted that it was necessary to give the trade time to adapt itself to the heavy new taxation. The Government stood by the 17s. 3d. duty, but they proposed that up to March 31st, 1916, there should be a rebate of 2s. a barrel, and that from March 31st, 1916, to March 31st, 1917, there should be a rebate of one shilling a barrel. Mr. Chamberlain thought the shock to consumption would be greater than the Govern- ment supposed, and he feared that the proposed concessions would not be found large enough. It should be recognized that what were called war taxes would almost certainly continue for a long time.
