Subsequently it was pointed out that the Daily Herald had

been excluded. Mr. Bonar Law then explained that the reason for this was that the Daily Herald was not expected to help the Government. He had not known, however, till it was too late that the information had not been sent to the Daily Herald, and he regretted the omission. Mr. Bonar Law's plan, in short, ought to have been, but was not, fully carried out. When infor- mation is supplied it should be sent to all. We would go further and say that the information should have been sent to all the newspapers in the kingdom and not only to the London newspapers.
