A special correspondent of the Times gives in last Saturday's

paper an interesting analysis of feeling in the United States about the Philippines. He says that to judge summarily from con- versations about the Philippines one might suppose that America was on the point of abandoning the islands. Yet there is really no such intention, and the remarks of Americans

mean no more than that some are deeply disappointed at the recalcitrance and apparent ingratitude of the Filipinos, who do not admit the advantages of being Americanised, while others are disillusioned at the expense and worry of administering a country which promises no sufficient compensations. If the Philippines were once more at the disposal of the United States, to accept or reject, hardly any one would wish to accept them. But to give up what is already accepted is another matter.
