to the Chinese and Soviet Govern- ments ments in regard to the fighting in Manchuria. -They remind, the Chinese and SoViet. Povernments that they are signatories of the Peace Pact. _ The Soviet Govern- ment have replied to Washington that they are _amazed that the United States_ should offer advice toTit Povem ment with whom she has no official relations. The action of America is even described in the " correct !' language of diplOmacy as an " unfriendly act." The Russian Note adds_ that a direct agreement, betWeen the Soviet and China is the only possible settlement.
