The Germans are once more agitating the idea of an

Economic League of the Continent which is to establish a general Zollverein directed against the United States. It is, to begin with, to be a Customs Union of Germany, Austria- Hungary, Holland, and Switzerland, and gradually to be expanded until there is a kind of Free-trade within the Con- tinent and strict Protection against all without. An Associa- tion had already been formed to promote the object, and it is said that it is favoured by the German Government as well as by a section of the Press. The Times correspondents appear to believe that the real purpose of the project is to act as a warning to America not to be so unfriendly to Germany.
