Briand and M. Pichon in Paris. The Times corre- spondent states that public opinion, which was no doubt expreissed by the Ministers, is unanimous in protesting against the new financial policy of the Turkish Government. The Temps says that the French Government intends to draw up a new scheme for checking Turkish expenditure, and upon the acceptance of it will depend the admission of further Turkish loans to quotation on the Bourse. It will he remem- bered that the Turkish Finance Minister, Djavid Bey, recently rejected the French scheme for issuing a loan under the tutelage of the Ottoman Bank. The Turkish Government preferred to show its independence and negotiated a loan with the Credit Mobilier. The French Government, and indeed all Frenchmen, feel that French money should not be spent on advancing the interests of other Powers, and in buying warships with money which has not been accounted for in the Budget.
