Six—The West Indians did not require to be told by your correspondent B. that the sugar duties press heavily upon them ; nor have they failed to take better measures than the one he suggests, to obtain the reduction of a tax, the only merit of which is that it yields nearly six and a half millions. But B. knows very little of the laws which regulate production' if he thinks that high wages necessarily augment it. As, in this country, the quantity of coal and iron raised bears an inverse proportion to a rise in wages ; so, in the West Indies, an increased rate would merely induce the negro to work two days in the week, instead of three.
