The Disarmament Committee. of the League is continu- ing_ its
work, but _it is_ as_ yet hardly past the beginning, It is proposed to set up a preparatory Conunission that will consist of ten members, one from each State refire- sented on the Council 'of the League, and an additional eight or ten members from States that have a special right to be heard. Among these additional members will he representatives of America, Russia, Germany, Poland and Rumania. Before the Commission is formed the approval of the Council will have to be obtained, but that matter is not in doubt. A great advance in disarmament is the proper corollary of Locarno. There has never been a better opportunity and it must. not be missed. * * * *
