It is doubtful whether the majority of the Spanish Cortes
will accept the bill offered by the Government for the preservation of the Basque fueros. If the measure be rejected, it is said that the Cortes will be immediately dissolved. A bill for a general amnesty has been presented to the Cortes by the Administration. Don CARLOS has despatched couriers from Bourges to CABRERA and the Count D'ESPAGNE with positive orders to desist from hostility to the Queen's Government. It was only when be found that his personal liberty depended upon the conclusion of the civil war, that he consented to issue these orders.
