On Thursday Lord Roberts made two valuable and im- portant
speeches on National Service, one at the League's annual meeting and the other at the dinner in the even. lug. In the speech at. the meeting Lord Roberts gave a very interesting historical account of the League's opera- tions, and then outlined its new scheme of organization, Wisely, however, he cautioned his hearers against thinking that any scheme, however perfect on paper, can meet with a full Eased of success unless there is a spirit of active co.. operation amongst its supporters. "Men, not measures, win the day." We agree with Lord Roberta in his optimistie declaration that nothing can now stop National Service, though apathy may impede its advance. Looking impartially at what the League has done in the past, and considering the enthusiasm and spirit 'of sacrifice which it inspires in those who once understand its true aims, we feel confident that success will be won. All that it is necessary to do is to awaken the country. When it is awake there can be no doubt as to how it will act.
