Mr. Alfred Milner's many friends in England will be delighted

to hear of his appointment to the Chairmanship of the Board of Inland Revenue,—a post vacated by the retire- ment of Lord Iddesleigh. The experience in matters of finance gained by Mr. Milner, when acting as Mr. Goschen's private secretary, and as Financial Under-Secretary in Egypt, renders the appointment in every way appropriate. Mr. Milner is, however, too able and too young a man to be given over altogether to the Board of Inland Revenue ; and we trust that before long he will re-enter the world of politics, bringing with him an increased veneration for the principle of direct taxation.
