Lord 'Northcliffe's appointment has been enthusiastically-praised by -the New York

A somewhat different tone is to -be found -in the-- New • -York Times, which- on Monday published the following -despatch- -from its Washington -correspondent:- " The State Department -has-at last- been notified that -Lord Northcliffe is oemingjo the, United States in; an official capacity en behalf of the British Government in connexion with .the war.
