The Local Government Board has just iseued a valuable Report,

costing sixpence, on the provision made by English Public Health Authorities and voluntary agencies in regard to Maternity and Child Welfare. Mitch has boon done since the century opened ; the infantile death-rate hag fallen from 153 per thousand in the decade 1891-1900 to 91 in 1916. But there is stilt much to do, in the appointment of more Health Visitors and the provision of many more- competent midwives. The rapid decline in the birth-rate makes it all the more necessary to save the•-hildren.
