The Times stated on Wednesday that an appeal is about

to be made to members of the Civil Service to join the colours. Lord Kitchener has issued a Memorandum to the effect that Civil Servants must obtain leave from the heads of Depart- ments, and that heads should do their best to obtain suitable substitutes and release their subordinates freely. Lord Kitchener speaks of the need as pressing. The Civil Service has already drawn largely on outside help. The intention now seems to be that every Civil Servant of military age should feel perfectly free to serve in the Army. No one ought to be in a position to say, "Though I want to serve, I am informed that my Department cannot spare me."
