* * * * On the vexed question of the
pronunciation of Bolivar, someone points out that to put the accent on the second syllable (which I suggest is right) would be to make Kipling's " Ballad of the Bolivar " unscannable. It may be so, though poetic licence covers many sins, in the field of scansion as in many others. However, the conclusion of the matter seems to be this. General Bolivar has been dead some time. Some people pronounce his name one way and some the other. There we must leave it.
