by the Greek epigram that appeared in the Spectator last week. The policy of taxing
ungotten " minerals further recalls the task assigned by Milton to Mammon :—
"By him first
Men also, and by his suggestion taught, Ransacked the centre, and with impious hands Rifled the bowels of their Mother Earth For treasures better hid."
