Gooch. (British Institute of International Affairs. 1s. 6d. net.) The British Institute of International Affairs, as its many members know, is doing much good work in a quiet way. The public is afforded an opportunity of sharing in the members' privileges by the issue of Mr. Gooch's recent lecture. This is a scholarly and on the whole dispassionate survey of the numerous books, chiefly German and Austrian, Russian and French, which have recently thrown light on the origins of the War. Mr. Gooch does not believe that Germany deliberately planned the War and there are other controversial passages in his paper. It is, on the whole, an extremely valuable introduction to the literature of a subject which will continue to be debated for years to come.
