Yet another fact in the past year must be noted.

The expenditure for 1912-13 was estimated at 2186,885,000, but it was brought up to 2191,556,000 by Supplementary Estimates. In other words, the Supplementary Estimates amounted to 24,671,000. What, we wonder, will be the Supplementary Estimates for the coming year P If they are on this scale the Chancellor of the Exchequer, like Sir Andrew Aguecheek, will indeed be "a foul way out." He expects 21,715,000 more from Customs ; 2850,000 more from Excise; 21,502,000 more from Estate Duties ; 21,500,000 more from Income Tax; 2300,000 more from Land -Value Duties ; and from Post Office, Telephones, and Telegraphs 21,450,000 more.
