We wish we had space to summarize the very striking

speech made by Captain Guest, who, fresh from the trenches, boldly condemned our present recruiting system as unfair, indiscriminate, and expensive, and demanded the immediate establishment of national service for all. The speech, says the Times, made a deep impression on the House.
