Duma bas,been the reception by the Emperor of M. Golovin, the President. Considerable importance is attached to this audience, which is taken as a sign of the Emperor's benevolence towards the Duma. The prospect is therefore rather brighter. The St. Petersburg correspondent of the Times says that one effect upon the President .is his appreciably,greater strictness with, the Social Democrats. The debate on terrorism has been

postponed. On Tuesday there was a debate on the abominable tortures of political prisoners at Riga. The Assistant Minister of the Interior, while admitting the charges with some reserva- tions, announced that the Government had suspended the guilty officials.
