I am glad to see Mr. Duff Cooper, who was
once in the Foreign Office himself, writing (in the Evening Standard) on the shortcomings of British diplomacy. It is a delicate subject, for it is impossible to write convincingly without quoting actual examples ; and it is a case in which generali- sations would manifestly be unfair. Many of our Ambassa- dors and Ministers in Europe and elsewhere are doing most admirable work, others are adequate and undistinguished, and there are some capitals in which the British Minister is either doing definite harm or missing opportunity after opportunity of doing good. This is essentially not a case in which appointments can be allowed to go by seniority. * * * *
