A NON-REPEALED LAW FOR NATIONAL MILITARY TRAINING.
[To THE EDITOR OF THE "SPECTATOE."] SIR,—In your issue of March 15th, in a review of the lately published "Windham Papers," there is the following passage :— "He (Windham) passed the Training Act which rendered all Englishmen subject to military training in batches of two hundred thousand at a time—an Act which, according to Mr. Em•tescue, has never been repealed, so that universal military service is at present the law of the laud."
So, if Mr. Fortescue is correct in his statements, let us have its enforcement at once, and save needless waste of breath in
