Even that old Parliamentary hand, Signor Giolitti, has failed to
calm the troubled waters in Italy. He appealed to the country in the spring, hoping that the moderate parties woula be strengthened so that he might have a stable majority in the Chamber. The Communists were weakened, but the Socialists, the extreme Nationalists, and the "Popular Party" controlled by the Church returned in force, and were all unfriendly to the Premier. On Sunday the Chamber debated a motion of censure on the Government's foreign policy. It rejected the motion by 234 votes to 200, but Signor Giolitti declared that the majority was too small and thereupon resigned.
