SIR, In the Spectator of January 9th, you say : " We are not quite sure, but we think the advertisements of the lottery have been made illegal in New York." They have been made illegal in the sense that newspapers containing such adver- tisements are thereby amenable to the Federal laws in regard to improper mail matter.—I am, Sir, &c.,
