According to a Time telegram of 3rd May, the new
Viceroy, Lord Northbrook, has pronounced distinctly against Mr. Cowan, the officer who ordered the Kooka executions, especially as regards the blowing away of six men, who were killed after orders had been received from Mr. Forsyth to act " according to law." Mr. Cowan is removed from the public service, and Mr. Forsyth is to be transferred to some other employment. The decision will be unpopular in India, but it was clearly unavoidable, if official dis- cipline is to be maintained at all. Apart altogether from the extreme impolicy and cruelty of executing insurgents who had surrendered, the Deputy Commissioner, having the telegraph in his hands, was bound to consult his superiors, and not take on himself a temporary dictatorship.
