net.)—Parts of this pamphlet appeared originally in the Contemporary Review two years ago. In its extended form it offers an effective argument in favour of the necessity for an improved system of emigration to Australia. Dr. Hodgkin main- tains that "Australia with its present preposterous under-popula- tion is a temptation and a snare—a menace to the peace of the world." He desires to see a population of at least twenty millions, whereas at the present rate of increase by the middle of the twentieth century it will be under eight millions. He therefore urges the necessity for action upon the Australian Labour Party, and demands the improvement of the official emigration machinery in England.
