Turkish Government should extend to the nation- alities the concessions already granted to the Albanians. We may remark here that the Albanian question does not seem to be settled after all. There is still much unrest, and the Turkish Government appears to be making reservations as to the demands of the Albanians which were understood to have been granted bodily. The best news in a highly explosive situation is that the informal peace negotiations between Turkish and Italian representatives in Switzerland have not been broken off. The Times correspondent at Rome says that the Italian Premier has had an interview with the Italian representatives who came from Switzerland for the purpose. Meanwhile General Caneva, the Commander-in-Chief of the Italian Army, has been recalled, and two independent commands have been created in Tripoli and Cyrenaica.
