No news of importance has arrived from Caffraria, and we

think it may be believed that Kreli's movement will not be formidable. His men do not fight well, and are afraid of artillery. The worst of a war of this kind is the way it harrasses the troops, who are of neces- sity split into too small parties, and marched to death. The Cape Volunteers appear to behave well, but there appears to be a great need for a less expensive force, a body of black police, thoroughly drilled, armed, and provided with light artillery. Is it really the fact that there is no dark tribe in South Africa which we could trust with a complete equipment, without the danger that it might one day be found in the van of a native revolt ? If that is so, the outlook for the new Dominion is not altogether satisfac- tory. A single effective native regiment would relieve a European battalion.
