The papers of Tuesday published the terms of the Treaty

-tinder which Japan annexes Korea. The country is to be known as Chosen. The rights of extra-territoriality hitherto enjoyed by foreigners in Korea are abolished. This makes the rapid construction of an honourable and trustworthy judic:al system by the Japanese a matter of great import- ance. As for trade relations with Korea, or Chosen, as we must now call it, it is arranged that the present condition of freedom of opportunity for all nations shall continue for a provisional period of ten years.
