The Emperor's speech has been followed by a remarkable outburst
of approval. All the parties applaud it, and the Radical organ, the Tageblatt, and the most popular paper, the Vossiselte Zeitung, both agree that the Radical Party will vote the necessary military Bills. The Freisinnige Party has given up opposition to these demands, but intends, in common with the Social Democrats, to propose the repeal of all taxes upoll corn. That is, of course, in English opinion, the neces Iary condition of philanthropic legislation ; but the peaset ts, who return a majority of the House, will not be easily 3onvinced. They are said, however, to be aware that the' P.ctective duties do not enrich them so much as they expected.
