From the 'Spectator,' ll March 1871— No one has asked in this Army debate why, if the rich are so scornful of Army pay and so anxious to buy commissions, they do not offer to serve without pay at all. Suppose we do not pay Cavalry officers, leaving that expensive service to the rich accustomed to the hunting-field. Would they enter it, and work hard?
