a thoughtful article appears in the current number of the Monthly Review of the London County Westminster and Parr's Bank, Limited. The article is unsigned, but it is obviously written by someone who has recently been in close touch with conditions in Russia, and is well worth reading by all who wish to obtain some insight into the present situation. The struggle which is apparently now proceeding between moderate and extreme opinions in the Soviet Government is dealt with in a very comprehensive fashion.
