LORD DERBY'S SCHEME.
[To THE EDITOR OF THE " SPECTATOR."] SIU„—On the occasion of Lord Derby's address to the members of the Stock Exchange, as reported in the Times, he stated that members of provisional battalions were not exempt from his recruiting scheme ; but as far as I can ascertain, this privilege has not been extended to them, and they are placed in a less advantageous position than the ordinary civilian. Many of them are married men with families entirely dependent on them, and at present the only choice offered to them is to remain on home service or to sign the general service obl"ig"ation, which renders them immediately liable for service abroad irrespective of their ago or circumstances. If they were given the opportunity of taking the general service obligation on the group system, I feel sure that many doubts and difficulties would be overcome. and that there would be an immediate response.—I am, Sir, &o.,
